USS Jimmy Carter (SSN 23) is a modified Seawolf-class nuclear-powered attack submarine. Built by General Dynamics Electric Boat in Groton, Connecticut, it was commissioned in 2005 and is currently stationed at Naval Base Kitsap-Bremerton, Washington. Named after the 39th U.S. President, Jimmy Carter, the submarine’s motto, "Semper Optima" (Always the Best), reflects its excellence and capability. It continues to serve as a vital asset to the U.S. Navy.
